“मागील सरकारमध्ये जेंव्हा आव्हाड साहेब म्हाडा पेपरफुटीनंतर आपण पारदर्शक फेरपरीक्षा घेऊन दाखविली. आपल्यामुळेच TCS/IBPS सारख्या संस्थांना कंत्राट मिळाले पण आता परत तेच प्रकार घडतं आहेत. त्यामुळे पेपरफुटीवर कठोर कायद्याचा प्रस्ताव विधानसभेत मांडावा अशी मागणी स्पर्धा परीक्षा समन्वय समितीने केली आहे.

स्पर्धा परीक्षा समन्वय समितीने गेल्या काही वर्षांत महाराष्ट्रातील महापरीक्षा पोर्टल, टीईटी घोटाळा, आरोग्य भरती पेपरफुटी, म्हाडा नोकरभरती पेपरफुटी, मुंबई पोलीस भरती पेपरफुटी आदी नोकर भरती घोटाळे उघड केले आहेत. आता आगामी होणारी तलाठीच्या परीक्षेमध्येही मोठ्या प्रमाणात घोटाला होणार असल्याची चर्चा होत आहे. यासाठी आज #परीक्षाकेंद्रफक्तटीसीएस आणि #पेपरफुटीवरकडककायदा अशी मागणी केली आहे.
गेली अनेक वर्ष वारंवार पेपेर फोडून विद्यार्थी अधिकारी बनत आहेत. महापरिक्षा पोर्टल पासून ते अगदी अलीकडे मुंबई पोलिसभरती पर्यन्त सर्व घोटाळे पुरावे देवून स्पर्धा परीक्षा समन्वय समितीने सिद्ध केले आहेत. आता यासाठीच एक कायदा करण्यात यावा ही मागणी करण्यात येत आहे. Talathi Bharti
नोकर भरती घोटाळ्यांनी महाराष्ट्रातील युवकांची वाट लागली आहे. सत्ताधारी आणि विरोधी आमदार/मंत्री यावर बोलायला तयार नाहीत. यापुढील सर्व परीक्षा फक्त TCS च्या अधिकृत ION सेंटर्सवर घेण्यात याव्या. इतर राज्यांच्या धर्तीवर महाराष्ट्रातही कडक कायदा करण्यात यावा.

विविध राज्यातील पेपरफुटी कायदे पुढील प्रमाणे आहेत :
१) राजस्थानच्या नवीन पेपरफुटी कायद्यानुसार नोकरभरती परीक्षा, शाळा-महाविद्यालये आणि विद्यापीठांच्या परीक्षेचा समावेश या कायद्यात केला गेला आहे. परीक्षेत कॉपी करणाऱ्या, कॉपीस मदत करणाऱ्याला ५ ते १० वर्षांची शिक्षा, १० लाख ते १० कोटी रुपयांपर्यंत दंडाची तरतूद केली गेली आहे. कॉपीस मदत करणाऱ्या टोळीच्या सदस्यांची मालमत्ता जप्त करण्याची तसेच परीक्षार्थीनी नोकर भरतीचा फोडलेला पेपर खरेदी केल्यास त्यांना तीन वर्षाच्या कारावासाची तरतूद करण्यात आली आहे.
२) उत्तरप्रदेशात राष्ट्रीय सुरक्षा कायद्यानुसार कारवाई करण्याची तरतूद असून घोटाळेबाजांची मालमत्ता जप्त करण्याची व्यवस्था करण्यात आली आहे.
३) उत्तराखंड सरकारने स्पर्धा परीक्षेतील घोटाळे थांबवण्यासाठी फेब्रुवारी महिन्यात उत्तराखंड स्पर्धा परीक्षा अध्यादेशाला (भरतीत अनुचित साधनांना प्रतिबंध आणि निवारणाचे उपाय) मंजुरी दिली. यानंतर हा अध्यादेश कायदा बनला. या कायद्यान्वये जर कोणता व्यक्ती, प्रिंटिंग प्रेस, परीक्षा घेणारी कंपनी/संस्था संगठितरीत्या पेपर फोडण्याच्या षडयंत्रात सामील असल्याचे सिद्ध झाल्यास त्यातील प्रत्येक व्यक्तीला जन्मठेप व दहा कोटी रुपयांपर्यंतच्या दंडाची तरतूद करण्यात आहे. तसेच परीक्षा देणारा कोणताही परीक्षार्थी कॉपी/गैरप्रकार करताना आढळून आल्यास त्याला तीन वर्षांची शिक्षा व दहा लाखांपर्यंतचा दंड ठोठावण्यात येणार आहे.
महाराष्ट्रतील पेपरफुटी घोटाळ्यांसाठी याप्रकारचे कडक कायदे अस्तित्वात नसल्याने निर्ढावलेले घोटाळेबाज एकामागून एक नोकरभरती पेपर फोडत सुटले आहेत. कायद्याचा धाक नसल्याने प्रत्येक नोकरभरतीचे पेपर फोडण्यात येत आहे आणि एक पेपर फोडल्यानंतर ही मंडळी काहीच दिवसात तुरुंगाबाहेर पुढील पेपर फोडण्यास सज्ज असल्याचे समोर आले आहे. त्यामुळे महाराष्ट्राच्या विधिमंडळाद्वारे याप्रकारचा कडक पेपरफुटी कायदा मंजूर करून घेणे गरजेचे झाले आहे. पेपर फोडणाऱ्या टोळ्या, घोटाळ्यांसाठी जबाबदार असल्या तरी या टोळ्यांची मदत मिळवून नोकऱ्या प्राप्त करणारे सामान्य उमेदवार सुद्धा तितकेच जबाबदार आहेत. म्हणून नवीन कायद्यात घोटाळे करून नोकरी प्राप्त करणाऱ्या सर्वसामान्य उमेदवारांवरही गुन्हे दाखल करण्यात यावे व कडक शिक्षा आणि दंड ठोठावण्यात यावा. नोकरभरती घोटाळ्यात सामील असणाऱ्या व्यक्तींना जन्मठेपेपर्यंतची शिक्षा, १० करोड रुपयांपर्यंत दंड, मालमत्ता जप्ती आणि कॉपी करणाऱ्या परीक्षार्थीस पाच वर्षाची शिक्षा आणि दहा लाखापर्यंत दंड इत्यादी कडक तरतुदी असलेला पेपरफुटी प्रतिबंधक कायदा महाराष्ट्रात मंजूर करून घेण्यासाठी स्पर्धा परीक्षा समन्वय समिती प्रयत्न करत आहे.
